Kingston said over provisioning is not needed on my Kingston HyperX 3K

While I was talking to Kingston Tech support about my crappy and slow write Kingston HyperX 3K SSD, I asked the tech support guy why don't you guys have a utility like Samsung's utility which does provisioning easily, he said manual over provisioning on this drive is not needed and no need to create an empty 15 - 25% partition because the drive does that automatically internally.

Was he talking BS or is that true?

To be honest with you, on my previos LiteOn It 256 GB SSD I tried benchmarking with and without over provisioning and the results were exactly the same

You shouldn't need to do anything special to overprovision. Just don't fill the drive to 100% with data.
