Scroll issue in browsers

Hi folks. How is it going? Hopefully all is well. In one of my machines, if the I'm in widows for some time, I won't be able to scroll normally. I mean, it does it scroll smoothly, however, it does it slowly and in ripples fashion. I'm sorry I can't describe it very well. From what I know, this usually happens when the PC is low on RAM. Now, this machine is quite powerful if we consider it is only used for internet browsing. Quick specs are: AMD Athlon 3200+ 2.0GHz, 2GB DDR RAM, 500GB WD hard drive, ATI 2600xt drivers video card(The fastest I could get for an AGP slot). The mobo is a gigabyte 7n400 if I remember correctly. What gives?
I'm sure it is a memory problem, either system RAM or video memory. I in fact don't like this ATI card. It doesn't run well on the system, and it gave me some driver problems. A restart will fix the scrolling problem temporarily of course, but that's silly you know, just to restart to fix the issue. I tried to forcibly free system RAM by using a RAM manager, but it didn't help. I suspect the video card not being compatible with my system> What do you think I should do?

Doubt its the card... it shouldn't have anything to do with scrolling.
First of all:
What OS? (For all I know you could be running DOS (but that doesn't have a browser).
Browser... what browser? IE1? FF10 (doesn't exist yet)
Next point:
How much RAM do you use, how is the CPU load?
The card:
See if you can find a newer driver - if you use Vista or Windows 7 - have the driver handy, but try uninstalling it and see if the OS finds a new one.
Theoretically - provided drivers are available - the card should run well no matter what else you have - (it might or might not be underpowered for some tasks, but that's another issue)
IF you find none of them help - if you think the RAM is faulty (not sure how out of nowhere) - run memtest or whatever that is called and report back.
Hope that gives you some ideas

The OS is the good old windows XP !
Browser? FF10? Are you making fun of me? He he, if you look at the title, you will see that I said browsers. It happens in all browsers I use. IE, FF, and chrome.
RAM and cpu usage: Not much I think. I'll often have several browser windows open.
I doubt something is wrong with the RAM itself, but with managing it.
The video card drivers are an issue by themselves. I'll never buy ATI again. The driver I have is the latest, however, I'm still having problems here and there.

I am a bit "stingy" in recent times - on NBR too - but the more information one has the better.
Now, I did a quick googling and came up with nothing.
So...
What I did find was DVD problems with newer drivers... but I don't think hey are related (I have no reasons to assume so)
About browsers:
FF and IE8 are RAM hungry at times - but if it happens to all - it might not be specifically a browser issue.
But 2GB on XP should be plenty of RAM...
Does it happen in programmes other than browsers, e.g. Acrobat Reader?

Strangely enough, it happens only in browsers, and by the way, smooth scrolling in internet options is unchecked.

I had simmilar scrolling wierdness while in IE on my work PC.
the problem was due to an underpowered GPU trying to drive 2 monitors @ 1280x1024.
Turning off smooth scrolling fixed the problem - but corporate policy settings always reset the setting.
In order to fix it permanently, I went from 24bit color to 16bit color on my desktop.
